Presbyterian churches are rooted in the theology of the Reformation. One of the radical ideas put forth during that time was that congregations should not be "ruled" by clergy alone. Instead, scripture testifies that qualified men and women of spiritual maturity, called by God and elected by the congregation, are, on equal footing with clergy, to "measure out" the faithfulness of the congregation, discern God's will for the church, and exercise special pastoral care for its members.
